Unclean canteen,Who makes fault?

I am studying in a professional college in Kerala.Last day I forgot to take my lunch so I went to the college canteen for the purpose.I stood in the que and got my lunch.I looked around to find a place to sit.But all the places were filthy and unclean.Even the empty plates of last session were not taken.The remaining of the food were tered all around.All the pupils were coming and just sitting there cool.I asked to my friend who was with me - "How to sit there?".He replied - " I haven't seen anyone like you who gives such importance to cleanness".He placed the plate over the remainings and simply started to eat like every one does.There was a table which was kept so clean and neat for the teachers.Students are not allowed to sit there.Every one is giving the same money.So the service must be equal.But no one seemed like disturbed in that issue.Who made the fault here?.The students,the cantenn owners or me?.Be frank to answer.
