How to know if non-native species will be problematic or beneficial?camels in outback is bad,horses in usa-ok?

i read there are many invasive species that are becoming a problem for countries. like imported camels and rabbits in australia, and imported african bees in south america and imported raccoons in germany. but horses are not native to america before the europeans brought them here. and they turned out to be very useful. so how do you know if you should introduce new species into a territory?
