Can gated community close off all public access exits from disabled tenant?

I live in a gated housing developement with north (pedestrian), and south (vehicles and pedestrian) entrances/exits. Because of the crime increase in this area, the HOA (home owners ociation) has decided to close off the northern exit, which is closer to my apartment, and easier access to a bus stop. I do not own a car, nor can I walk down to the southern exit to catch the bus, because of health issues. What legal recourses do I have, if any?
